There was no public contest for the position.
Dubrovnik Airport will get a new director of commercial affairs on April 1. The vital duty to negotiate with foreign airlines about contracts worth dozens of millions of kuna has been given to Ivan Maslać, a brother of Prime Minister Andrej Plenković’s wife, reports N1 on March 27, 2018.
Until now, Maslać has been the deputy head of the Administrative Department for Traffic in the City of Dubrovnik.
Dubrovnik Airport is majority-owned by the state, while the rest is owned by Dubrovnik-Neretva County, the City of Dubrovnik and the Municipality of Konavle. The company was not obliged to announce a public contest for the position. Such competitions are published just for jobs lower than the sector director. Sector directors are directly appointed by the management.
Maslać does not have any previous experience in working in the aviation sector or at airports. Still, he “somehow” managed to come to the attention of Franko Luetić, the acting general manager of Dubrovnik Airport. Luetić is the brother of HDZ’s Member of the European Parliament Dubravka Šuica and the father of HDZ’s Member of Parliament Sanja Putica.
Dubrovnik Airport has issued a statement that the selection of the candidate had absolutely nothing to do with family or political ties. “Dubrovnik Airport is not under any legal obligation to announce a public tender when selecting candidates for employment. In order to show there is nothing special in this selection process, we would like to emphasise that, in the last 25 years, not a single public contest has been published for sector director positions.”
“The conditions for performing the job are regulated by the Rulebook on Job Descriptions and Tasks, which came into force on June 1, 2016, and include a master’s degree in economics, English language skills, and five years of previous work experience.
Mr Ivan Maslać, currently employed at the position of deputy head of the Administrative Department for Traffic of the City of Dubrovnik, has ten years of experience of working within a large business system, with particular emphasis on finances and procurement and management of public investments. He fully meets the conditions mentioned above, and his selection has been entirely independent of any personal connections.
In addition, Mr Maslać has undergone further training to be a manager of projects funded by EU funds, and has a valid certificate from the field of public procurement, which will also enable him to contribute to the strengthening of the project team of Dubrovnik Airport when implementing projects funded from EU funds,” said the company.
