September the 10th, 2026 – Croatian Motorways (HAC) has stated that the upcoming Crolibertas system that will replace the current toll system is being implemented within all legal deadlines.
The deadline for launching the new Crolibertas system is set by the Law on Toll Collection, states the simple message from Croatian Motorways, with Boris Huzjan at the helm. Poslovni reports that the company makes no attempt to deny that this is a long and complex process which, among other things, also includes appeal deadlines in tenders.
In recent days, several pieces of information have been published in the media according to which the project of introducing a new toll collection system in Croatia will be delayed. Back at the end of July, the State Commission for the Control of Public Procurement Procedures (DKOM) annulled the decision of Croatian Motorways (HAC) on the selection of the contractor for the sales web portal, mobile application and integration data hubs, which form the most important user part of the system.
Croatian Motorways was as such approached with a query about what exactly is happening with the deadlines and whether they are in any way at risk. “Regarding all of the media reports, we want to emphasise that the deadline for putting the new Crolibertas toll collection system into operation is determined by the Law on Toll Collection and that all activities are being carried out according to that deadline,” Croatian Motorways revealed, as touched on above.
“The establishment of a single electronic toll collection system Crolibertas along all motorways in Croatia, including concession motorways, is an implementation-complex project because it is multidisciplinary and requires the integration of several different and independent segments (e.g. technological, legal and operational). All implementation activities must be consistently and systematically connected and coordinated, all so that when the system is put into operation it is accessible to users and simple to use,” they concluded.
It should be noted that the cost of the entire Crolibertas project is estimated to stand at 160 million euros.
