The draft text is expected to be submitted to government in June.
With the new strategy of national security, whose draft should be submitted to the government by mid-June, the Ministry of Defence wants to build a comprehensive and efficient system, said on Monday Defence Minister Damir Krstičević after a meeting of the committee for drafting the document, reports Nacional on April 11, 2017.
The fourth session of the commission was held at the Croatian Military Academy, where participants were presented with the second draft of the strategy. After the meeting, the minister told reporters that the drafting process was progressing in the right way, adding that the first draft was presented on 7 March. The most important thing is, he added, that more than 150 people were involved in the process, including experts and representatives of the opposition. “We want a national consensus. I think that is very important for Croatia. We want this system to be modern, rational, comprehensive and effective,” said Krstičević.
He added that in the national security system they want to have a partnership with a wider community that will result in a system of homeland security, based on the respect of human rights, openness, tolerance and dialogue. One of the new provisions is for the government to submit annual reports to Parliament on the implementation of the National Security Strategy.
He noted that the system of security that Croatia is developing should guarantee people in Croatia that the state can at any time firmly, strongly and clearly react and respond to each threat and risk.
The next meeting is scheduled for 25 April and then the public consultation period will launched, which will last until the end of May. “We want to once again listen to proposals. We want this process to receive more good comments and suggestions so that the final document, which will be submitted to the government, would be a quality document, the best one that Croatia can produce at this time,” said the Minister of Defence.
He stressed that the process of drafting the strategy involved many people, including General Ante Gotovina who built a modern system during the war and who now uses his experience and knowledge to improve the new national security strategy.
Comments on the proposal of the second draft can be submitted until 19 April. On 25 April, the third draft will be presented. After the public consultation period, the final document should be presented to the commission on 12 June and then submitted to the government for consideration.
