Bačić also noted that structural renovation would also include properties that were not legalised but were possible to legalise.
Speaking to reporters after a meeting of the ruling coalition, Bačić said that they had been informed in detail by Physical Planning, Construction and State Assets Minister Darko Horvat about the proposed amendments to the law on the reconstruction of buildings damaged in the 2020 earthquakes in the City of Zagreb and in Krapina-Zagorje, Zagreb, Sisak-Moslavina and Karlovac counties.
“In the quake-hit areas the state and local government units will entirely cover the cost of structural renovation. Citizens will not have to participate financially in the structural renovation of their properties,” Bačić said, noting that the state would also pay for the structural renovation of facilities that had not been legalised but were possible to legalise, after which their legalisation would follow.
Bačić noted that the amendments also raised the thresholds enabling the implementation of the Public Procurement Act and the procurement of goods, services and works, and that they also resolved the uncertainty regarding the place of residence at the time of the earthquake to enable structural renovation regardless of whether the property owner had permanent residence in the area in question at the time of the earthquake.
Bačić said that the coalition also discussed Wednesday’s vote on the HRT director-general and the new Labour Act that was still being worked on by a ministry task force.
Bačić said they wanted to make, through talks with the employers and unions, a modern law that was adapted to the present time and circumstances brought about by the coronavirus pandemic and that would also provide solutions for disputes regarding employment contracts that had been recurring between the government, unions and employers for a number of years.
