July 21, 2023 – Croatian Highways (HAC) reported on Tuesday that they received bids from 10 contractors for the new toll collection system, and the value of those bids ranges from 79.9 to 244.5 million euros without VAT.
As HAC stated in a press release, writes Poslovni, a public tender for the contractor of the “Electronic Toll Collection System” was announced at the beginning of April. The tender was published in the European Tenders Electronic Daily and the Official Gazette’s Electronic Public Procurement Tender. They received a total of 10 bids within the deadline.
The offers were as follows.:
- Tahaluf AL Emarat Technical Solutions from the United Arab Emirates (UAE) – EUR 135.96 million without VAT.
- The Spanish company SICE – EUR 244.5 million without VAT.
- The Chinese company CTFO JETON TECHNOLOGY CO EUR – 89.99 million without VAT,
- the King ICT bidder community and the Norwegian Q-FREE NORGE – EUR 187.9 million without VAT,
- the Ericsson Nikola Tesla bidder community; GRENOBLOISE D’ELECTRONIQUE ET D’AUTOMATISMES (G.E.A.); TransCore, LP; Multicom d.o.o. – EUR 219.7 million without VAT,
- the association of economic entities SkyToll and TollNet from Slovakia – EUR 79.9 million without VAT,
- the association of bidders Kapsch TrafficCom from Vienna and Spinne Traffic from Osijek – EUR 89.7 million without VAT,
- companies Končar-Digital – EUR 96.8 million without VAT,
- the Turkish company Tetra HGS Elektronik Sistemleri – EUR 99.1 million without VAT,
- the consortium of bidders S&T Iskratel and Tecsidel – EUR 113.3 million without VAT.
After opening the bids, as stated by the HAC, their evaluation follows. The process includes a review, assessment, and comparison, followed by the decision to select the most economically advantageous offer.
The HAC reminds that the estimated value of the acquisition of the new toll collection system on the highways under the management of Hrvatske Autoceste, Bina Istra, and Autocesta Zagreb-Macelj amounts to EUR 100,000,000 excluding VAT. Funds for introducing the new toll collection system were provided through the National Recovery and Resilience Plan (NPOO).
