Journalists’ questions follow
Is there enough equipment in the nursing homes and should we be afraid to visit the homes?
“The situation we assessed is that we can relax the measures, that the residents can be visited and that things can be brought to them. So far, there is no negative information from the field on this issue.”
About measures in schools
“We are talking to the ministry about modifying certain elements in the recommendations a bit, and when we agree on that, we will inform the public. At this point, I can’t answer if there would be more students in the class.”
About exercises in colleges
“We are ready to talk about changing something in that because now the situation is better than when we gave those recommendations.”
About lifting the ban
“This measure was adopted at the suggestion of the experts. I have no information regarding lifting the ban on work on Sundays.”
“Our situation is extremely favorable, but we have given in a lot and we need to wait some more time and see how our new patients become infected,” Capak added.
What makes Sunday work so different?
“I don’t think I need to explain that anymore,” Capak said.
About flights and full trains
“We are not responsible for monitoring whether the organizers, the owners follow the recommendations. We are counting on the awareness of our citizens and the awareness of those who live from it that they will organize everything in a way that the virus does not spread.”
About fairs
“It’ll be their turn, too.”
About the flight Frankfurt – Zagreb
“All these people were put in self-isolation and all of the 105 people who remained in Croatia, we have 14 positive and 80 negative, We are waiting for 8 results from Split, Sibenik and Bjelovar, when we get we will know about everything.”
How did the pilots get infected?
“We cannot claim who was the source of the infection. The pilots probably got infected in some other way than from the passengers, we will see if there are any more positive findings among people, these 9 workers got infected in Sweden, out of those three, one got infected abroad, for two we are not sure, it is possible that they also infected on the plane.”
No more press conferences

To prevent the virus from spreading, we put the measures we have and the possibilities on that scale every day On the other hand, we wanted to relieve that mobility, Sunday is a day when I can stay in shopping malls for a longer time and more because they are free, and we thought that Sunday would be a day to balance that … We asked APIS that based on fiscal invoices give us information on which day is the busiest, and it is Friday. All records in the last 10 years have been falling on Friday. We believe we have achieved that balance.
Traders say that due to the lack of work on Sundays, there is a lot more pressure on other days of the week, and especially on Fridays …
“By releasing work on Sunday we wouldn’t relieve Friday so much.”

She also briefly commented on Slovenia’s decision to end the epidemic. She said she was surprised by that decision. “There is no rule for declaring a ‘corona free’ zone, it should take some time. 14:00: National Civil Protection Headquarters press conference:
There are currently 2221 officially confirmed Croatia COVID-19 cases and 8 new cases since yesterday afternoon. 1850 patients have recovered. 94 people have died. 7 patients are on ventilators.
“In Croatia, we have 8 new cases, a total of 221 cases. 50,340 people were tested, of which 1,603 in the last 24 hours. 146 are hospitalized, there are 7 on ventilators. 1850 recovered, which is 16 more in 24 hours.”
“The epidemiological situation is good. The death toll is one of the lowest in the world in relation to the population. As we have released a normal life, we are closely monitoring the situation and monitoring what is happening to us epidemiologically, and monitoring whether new cases are related to what we released. These new cases are related to the return of our workers from Sweden. We have only one case in the City of Zagreb that we do not know how the person became infected, but I assure you that we will know very soon and we will inform you about it,” said Capak.
What about the home in Koprivnica?
“Quarantine is the name of a measure where we put healthy people indoors and do not allow them to come into contact with anyone. In this case, quarantine does not help, it is important that all these cases that occurred were immediately covered by epidemiologists.”
Arthritis as a possible cure? Are we closer to vaccine?
“Several drugs have been tried. The latter has been shown to be good in limited studies, but should be used in patients who have a more serious condition, such as before being put on a ventilator. It can have side effects, it is not a drug that anyone with a mild form of COVID can get.”
On compliance with measures
“The Directorate of Civil Protection, together with the inspection and police officers, are supervising the implementation of measures. From 6 to 13 May, about 58 thousand business entities were visited, 1,400 irregularities were noticed. We are talking about a large number of facilities used in service activities, it is impossible to cover everything with inspections. We are talking about recommendations, we think that in the first phase, that citizens have received enough information about what kind of disease it is, how to protect ourselves best and this helped us to get out of the first phase in a way to minimize damage, and this allowed us to relax the measures.
This is a disease in which we can win all together, the point is not, if it is an individual case, the worst sanction is the transmission of the disease. The fact is that someone has compromised someone’s health.”
About concerts
“If someone asks us to prescribe special recommendations, but we believe that with these recommendations, which we will publish and which start on Monday, we will cover everything,” said Capak.
About borders
“I spoke with the Chief this morning, he did not know all the details of this decision, so there are no misunderstandings. As for third countries, all members agree that the ban on citizens’ entry will be extended until June 15.”
Are public gatherings forbidden?
“There is no presumption. There is no ban on public assembly and there is no ban on protesting.”
Will pivot pressures be reduced?
“We’re thinking about everything, we’ll consider that too.”
About homes
“I don’t know how many people died in the home in total. In the whole of Europe, about 60 percent, somewhere more, of people who died from homes are older. In our country, there are slightly fewer. In all homes where the breakthrough occurred, there was epidemiological treatment. We acted extremely fast. We had enough space in hospitals for their hospitalization.
It depends on the comfort of the person and their general health, how it will flare up.”
About serology testing
“We will test with two tests, none of the employees of Zarazna who were tested were infected with the virus, the data collected so far show. We do not have all the results yet. The swabs were also negative.
As for the rumor about some kind of population infection, herd infection, there is not much of this research yet, in some provinces it went up to a maximum of 15 percent, all those who tried to achieve this modality managed to have a large number of sick and dead. It is not seen that any great infection has arisen. I think what we got with our employees is to be commended, and the real protection will only be when we get the vaccine.
These were not patients, these are healthy people who came for testing, we have to prepare the documentation that we submit to the ethics committee which then gives us approval and after that, we are allowed to test the serums of these people. I can call, a couple of people approached us who were in Wuhan and on their return had some symptoms, I invite everyone who was in Wuhan from November to January, we will include such options in the documentation for the ethics committee, so we will test them as well.”
About recommendations for beaches
“The implementation of these regulations is supervised by the Civil Protection and Inspection,” Capak said.
Is the trust of citizens in the headquarters falling?
“I think that Croatia’s results in the fight against the pandemic speak best about the trust of Croatian citizens in this headquarters,” Bozinovic replied, thank the journalist for the question.

Police were alerted Monday night who went to their addresses and found them.
07:44: Will tourists be measured for temperature?
“Traffic blocking was one of the strongest epidemiological measures we had. We had a lot of talks about cargo entry, cargo transit, because of the necessary activities. I think we did it very successfully. And what we did had reflections on our neighboring countries. We have established a coordination of heads of state in the wider region, we have a conference every week.Italy, Austria, Slovenia, BiH and Serbia are here. We are talking about return, about cross-border workers, about all measures and trying to find a way to suit everyone.
On March 19, we made the first decision to ban the border crossing, it was modified a lot.
Until now, there was a system of self-isolation, each person was registered, his address and telephone number. By changing the decision, we did not repeal all measures, it is not a return to the old, there is still recording every person who enters and taking their data so that we can find it and acquaint the person with all epidemiological instructions that are half a step below self-isolation. The instructions instruct them to avoid going out, wear masks, etc. in the first 14 days … “, said the head of the Border Administration Zoran Ničeno on Croatian Radio.
07:40: “I would not say that we will spoil the good epidemiological situation due to the opening of borders and tourism. I said that we have prepared measures and that based on the conclusions of all European ministers, I think we are a step forward. We were so precise, made instructions and recommendations for each type of accommodation and all proposals are more precise than those of the European Union Epidemiological measures are good, I think that Croatian conditions and measures are incorporated in some documents of the European Union.
We are negotiating with five countries, on Saturday we will agree on details with Slovenia. As early as next week we will have recommendations for crossing the border, we will have corridors to stop at destinations, where they will refuel, buy food. If someone e.g. from Klagenfurt goes to Pula, he will get the exact corridor to go, where he can stop and buy fuel and food …
It was logical to allow Slovenians to get to their cottages, houses, boats, these days everything will be defined for them. Protocols are prepared, they will get an info sheet with everything on they have to behave, where they are allowed to go. In a few days we will solve the fact that they do not have to go into isolation for a week when they return to Slovenia.
I think that by the end of next week at the latest, we will have the first situation resolved, this one with Slovenia, and then we expect a more massive situation,” Capelli said.
07:30: Dragan Primorac was a guest on the show Dobro Jutro, Hrvatska. He said that he did not look catastrophically at the arrival of autumn and winter and that the epidemic would be defeated by the responsibility of the people. “We knew that the increase in humidity and temperature would lead to the situation as it is today. We now have a significantly milder form of the disease. We must adapt our behavior, adhere to precautionary measures and continue a normal life,” said Primorac.
06:05: The new numbers will be announced at the regular press conference at 14:00.

UPDATES from May 13, 2020
18:00: Index ended its live update at 14:04
14:04: Capak says that it is being investigated how the virus entered the home in Šibenik.
14:00: National Civil Protection HQ:
There are currently 2213 officially confirmed Croatia COVID-19 cases and 6 new cases since yesterday afternoon. Three fatalities since yesterday.
“it is the 79th day of the coronavirus in Croatia. We have 6 new cases, a total of 2213 cases. 48737 have been tested, 1257 were tested in the last 24 hours. The percentage is 4.54 percent. Three died – in Zagreb, Koprivnica, and Split,” said Beros.
Journalists’ questions:
About the nursing home in Šibenik
“The situation is being investigated, I don’t know the details. Tomorrow I will say everything in detail.”
About children’s playrooms and nightclubs
“We believe that we have opened them together with the recommendations of kindergartens and schools. If an explanation is needed, we ask the owners to contact us. As for nightclubs, they will be on the agenda. We do not know yet.”
About the flight from Frankfurt
“The flight is from May 2 from Frankfurt with 74 people on board. A list of passengers has been requested, all have been identified, police have taken their data during the crossing, and four people were found last night. An epidemiologist has ordered a measure of self-isolation.”
About graduation
“We’re still talking about graduation. The service and the jurisdiction of the ministry are ongoing and when we decide whether high school seniors in self-isolation go to exams or not.”
About newspapers
“Newspapers can be anywhere they were before the epidemic”
“There is no information that the infection would be transmitted to newspapers. It is true that there was a recommendation that they should not be, it is purely for hygienic reasons … We believe in the hygienic habits of our citizens and newspapers can be in cafes and hair salons,” Capak said.
About borders
“The EC has come out with several documents on border crossing, and the reactivation of tourism … Everyone’s goal is the same, that is to start tourism, so as not to minimize the risks when it comes to the expansion of COVID. We are all in touch. It is really quite an extensive document. We are in contact with European institutions and neighboring countries from which tourists come to us. At this moment Croatia can be entered under the conditions we said. Hotels are open, if someone comes with a reservation to a hotel, the border police will let them in. The European document is the basis for work this year, if the coronavirus allows us to do so, and I think that at least we in Croatia and a number of countries have shown success, how to start a whole range of economies, hotels, border crossings .. of course under these conditions you can enter Croatia but the rights of the season will be agreed at the EU level or with each other.
A map of the regions will be issued on a daily basis and everyone will have the opportunity to gain insight into that map and see how the region stands in the fight against the corona and then make an individual decision. The intention of all this is for the citizens to be informed, to give recommendations to both the states and those who deal with tourism within those states, so that tourism happens this year.”
About the Frankfurt flight, some say that they are not prescribed self-isolation?
“Those who cross the border do not go into self-isolation, but receive behavioral instructions for the next 14 which say they must measure temperature, avoid contacts … and the like, which are very close to self-isolation. The person is asked not to go to populated areas, not to go into close contacts.
For the passengers on May 2, I can’t answer you, all of them were stripped of their self-isolation measure by this decision, but now it is prescribed for them.”
Liberalization in the markets
“As far as I know, since Easter, fruits and vegetables have been sold in the open and on the stands, so far there is no need to prescribe or liberalize anything further.”
About searches in KB Dubrava
“I did not say that patients from Dubrava are redirected to other institutions. The ways in which waiting lists should be evaluated are clearly defined. That is the way we tried to solve all the backlogs.”
About kindergartens, is an adaptation in which a parent is present allowed?
“I don’t know how to answer that, you need to ask the founders. Epidemiologically, that’s not a problem.”
What criteria did you follow when selecting candidates for serology testing?
“I will answer you when the sample is collected and when we have the results. I can tell you in general that it is the entire territory of the Republic of Croatia, the age sample,” said Capak.
Is it a quarantine disease?
“Quarantine can be declared for all infectious diseases. When a new infection comes, then everything rises to a higher level. There are many elements why quarantine was needed for this disease,” said Markotić.
“It’s not about tracking applications, it’s about IT support CONTACT tracing, this is about people’s voluntary consent. This application only makes sense if everyone has more or less the same solution, and the basis for this solution is still under development. This is not an application for monitoring and geolocation, it will be a condition at the European level to be owned by the Ministry of Health … You will be able to download this application, if someone who has the application and has become COVID positive, if yes, then people who have been near him can be warned that they were near a person who is positive for coronavirus. This is an attempt to help people. To be warned that they have been near a positive, so that he can be tested and seen whether he was infected in that period and in that period. Completely voluntarily and completely protected, it is not about monitoring, but informing people that they were in the vicinity of an infected person.”

They had the right to return home. Fortunately, this was all when self-isolation was mandatory. We have 8 people in Istria from that summer. , and everyone was in isolation and respected it. The problem is that seven days after the arrival of the flight we found out about the infection. We immediately contacted everyone, luckily everyone was in isolation. The passenger who got the symptoms immediately contacted the doctor,” Kozlevac said.
07:44: “Passengers are certainly being intensively searched for. All but those four have been found,” said Maja Grba Bujević when asked if there was a culprit for the infected passengers from the Frankfurt – Zagreb flight. “Of course, everything will be investigated, how they got on the plane, what was the protocol, how many of them there were and how they sat, all that needs to be determined,” she added.

14:50: Today, journalists wanted to ask more about his statement yesterday that people who were in self-isolation could go to the polls. Capak was questioned, and Bozinovic did not allow him to answer, but took the floor himself.
“Allow me to answer that question,” said Bozinovic, who immediately came to the podium even though the question was addressed to Capak.
“Politics decides on the elections when the parliament is dissolved. The SEC is in charge of the organization. As far as the HQ is concerned, it will give an opinion if and when asked,” Bozinovic said.

14:00: National Civil Protection HQ press conferences:
There are currently 2207 officially confirmed COVID-19 cases and 11 new cases since yesterday afternoon. No fatalities since yesterday.
“We have 11 new cases, a total of 2207 cases. A total of 47,480 were tested, in the last 24 hours, there were 1409. The percentage of positives is 4.65,” said Beros.
“As you know, an omission occurred at KBC Split. The identities of two patients were exchanged, one of whom died. The director informed me. He visited the grieving family and expressed his condolences. What happened in Split is a big and painful omission. I express my regret and deep condolences. Responsibility must be established for this omission. Internal control has been initiated and a request for dismissal has been initiated. The inspection of the Ministry of Health will start the procedure today. It expects the inspection findings, you will be informed.”
Journalists’ questions follow:
About Split
“Details that may be premature to talk about. I will just say that KBC Split is in a very specific situation. They used to receive dozens of patients a day, some of them with dementia, most likely coming after an emergency admission and placement on the ward. That replacement did not cause a fatal outcome, it is important to note. It all came to light when another patient was returned home.”
About voting for those in self-isolation
“The elections are decided by politics, the election commission is in charge of organizing the elections, and as far as the HQ is concerned, the HZJZ will give its expert opinion when asked. The rules that exist, exist. This is not an issue we can talk about now, the elections have not been called, the parliament has not been dissolved, the DIP has not responded to ask for an opinion, that is all we will say now,” Bozinovic replied.
About the flight from Frankfurt
“74 people arrived in Zagreb on a flight from Frankfurt on May 2. Among them were several workers of Đuro Đaković who were returning from Sweden. Now we have a total of 9 workers who are infected, who are mostly from Brod-Posavina and Požega-Slavonia counties, and three passengers, from Sisak, Zadar, and Istria, who are positive. Some passengers have already been contacted and tested, some have not yet been reached.”
How many people have violated self-isolation? It was said a month ago that these people were bioterrorists, and now they can go to the polls?
“About 1920 people violated self-isolation. The police will continue to investigate this activity. When the police find a violation of the measure, the state inspectorate is informed. It is self-isolation prescribed by HZJZ, after following the contacts of a positive person. These other self-isolations introduced as a preventive measure, at the borders, this is now changing, and the European Commission will tomorrow come out with recommendations of borders within the EU and the possibility of activating tourism. In this context, they will discuss how individual countries and regions can have internal agreements to regulate the crossing of the border through phases … You know that there is one such area in the Baltics, other areas are being discussed now. You know that we are also in contact with our neighbors,” answered Božinović.
About the health system
“We did some analysis, we got some data that is not complete. I think we are above the projected 30 percent which is an exceptional result compared to the epidemiological framework. So we are happy with the first phase of system reactivation. This epidemic time is not the right time for some. For example, in April, the Croatian Health Insurance Fund earned less than about 400,000 million … Overdue debts are around 4.2 billion kuna,” Beroš replied.
Are people who violate self-isolation bioterrorists? Does Capak agree with that statement?
“Anyone who is aware that he has been in contact with a sick person and has been given a measure, of course, is responsible for such behavior. If any other measures were imposed in a context where the whole world had an increased number of cases, if they are precautions, then it’s something else. Everyone who has been in contact with a sick person has been instructed and is endangering others. I think the answer to the question is clear,” Markotic said.
“I have nothing to add,” Capak said.
About Saturday’s election?
“I thank you for thinking about the health and well-being of Croatian citizens,” Bozinovic replied.

10:26: There are newly infected people in Požega-Slavonia County. These are workers from Sweden.
“After 41 days of not having any new cases, the day before yesterday, two of our citizens who were on fieldwork in Sweden were tested for coronavirus. These people came home from Sweden by plane and were transported from Zagreb’s Požega airport by van. It is two younger males, and we have a list of their contacts. They are in good general condition and are in home isolation, while their contacts are in self-isolation. They came in an organized and group manner with their work colleagues from Sweden and had NO symptoms and I don’t know if there was a person with symptoms in the van. They were immediately placed in self-isolation from the border, and the two of them made a total of four contacts. We are investigating all their contacts. 14:00: National Civil Protection Headquarters press conference:
There are currently 2196 officially confirmed Croatia COVID-19 cases and 9 new cases since yesterday afternoon. 7 of the new cases are from Brac.
Beros is the first to speak.
“It has been 77 days since the first case. We have 9 new cases. A total of 2196 cases. 46071 people were tested, in the last 24 hours 1169 people. A man born in 1936 from Koprivnica died. A total of 1784 have recovered, 20 more than yesterday.
There are 7 new cases from Brač and two from Brod-Posavina County. The director of the Rijeka Clinical Hospital informed me that they had discharged the last positive patient from the hospital.”
Journalists’ questions:
The director of the Home in Koprivnica resigned, and Škaričić from the Home in Split?
“A resignation is a private act and I have nothing to comment on.”
About testing
“There are a lot of tests. We were getting those tests for evaluation. Part of the tests was donated for diagnostics, and part will be purchased. We will very soon present one study around the evaluation of these tests. I have to consult an assistant professor and then we will tell you the results. As for prices, they are a little more expensive at first, the moment we decide, we will tell you everything.”
How will the voting of people in self-isolation be organized?
“People are not sick, they have been in contact, so they are at increased risk. I don’t think it’s a problem for them to vote remotely. But if they put on a mask and have no symptoms, they could come to vote. Today we had a discussion, and about graduation. Children who are in self-isolation could also write graduation with a mask.”
The difference between Brac and Murter
“The main difference is that Murter requested quarantine, they discovered 30 people who have a temperature at once and they thought that everyone should be quarantined until they clear up the situation. It is different on Brac, these measures are only one small step lower than quarantine 102 swabs were taken today. “
Who estimates who will enter Croatia?
“According to the reports I received, 667 foreign 285 Slovenes, 60 citizens of rarer countries, mostly those from BiH, some from Serbia, more than 20 from Austria, Germany … entered Croatia since the measures were taken … It is not always possible to predict every situation, if you have an invitation to a business meeting, of course, they will let you in, if the situation is not clear, it is best to use the opportunities via the newly opened mail address of the Border Directorate and ask. When they get an answer, show it at the border and it is much faster and safer.
As for the hotel reservation, of course, they will receive all the measures in writing upon entering the country, which can also be the reason for entering the Republic of Croatia.”
About Wuhan
“The virus responds wherever we relax. The last to be warned is Brac, entry from Sweden, entry from Germany. A lot has been made possible in our lives, but we must remain responsible. We must not reduce the distance. I see today in front of a bank of fellow citizens of 70 plus years, about 30 centimeters from each other … We can do everything, but respecting the basic measures .. Even the NY Times praises us. We have to have distance, distance, hygiene and so on … “
About the Split nursing home
“It’s not clear to me what unofficial dissatisfaction means. It’s not a way for institutions to communicate, the interior minister has nothing to do with surveys.”
On returning to Austria, why do only Croats have to be tested and other EU citizens do not?
“Every state that sets the conditions must ensure that these conditions can be met. This is the first time I have heard that Croats would be in a different position compared to other EU members. I have to check that,” Bozinovic said.
What to expect with serology testing?
“I know that NZJZ obtained the tests before us, before HZJZ. We completed the validation yesterday. On more than 100 tests we got very good results, if not excellent. All showed results as shown by the PCR test. We had problems getting permission from the ethics committee. Everything is ready now, they are being implemented, I hope we will have results early next week.”
Are a thousand tests good enough?
“This is not a representative sample for the Republic of Croatia, we have applied for a project to the Science Foundation and we hope that it will be approved and then we will have the financial means to procure many more tests. And then we will conduct testing in some subpopulations …”
Work on Sundays, does the work ban also apply to souvenir shops?
“I don’t know about that inquiry. The decision is as we made it and it is valid until some circumstances change,” Bozinovic replied.
When will extracurricular activities be provided, when will contact sports?
“We’ve brought detailed instructions. We posted instructions for all outdoor training yesterday. We’ll post indoor training tomorrow, and it can be trained from the 13th onwards.”
About self-isolation
“All those who received self-isolation before the decision, only those who received only isolation for crossing the border, will have their measure revoked. But those who have a certain measure of self-isolation due to contact.
