Traffic chaos in Dubrovnik: Who is to blame?

From the very early morning nervous drivers were stranded in a 2 km long tailback on the road leading to the Old Town from Župa Dubrovacka. Drivers who are dependent only on two roads: Dubac – Komolac – Sustjepan – Gruž and the famed “Magistrala” road, reported being stuck for more than 2 hours.
Not only drivers, but buses taking kids to schools, trucks driving from the neighboring countries crossing Croatia as well as official cars.

Long tailbacks are a recurring theme in Dubrovnik every time a new road or part of the road is under construction, this time being the construction road on Ilijina Glavica. One begs the question how it is possible to slow down the traffic during the rush hour and leave employed people and school kids on the road for a couple of hours?

Poor organization of the construction works seems to be a common complaint in Dubrovnik, so whose door should the angry citizens knock to ask the question and demand that the main road construction work should be done outside the busy working hours, such as during the night like in every other developed city in the world?
