All the cheap methods to get to and from the airport were discussed here, but it looks like finding the buses is not as easy as it seems, so we prepared a more detailed guide on how to find buses to and from the new terminal.
A) From Zagreb
1) How to find Pleso bus (airport shuttle) at the Main Bus Station
It is located on the ground floor and, if you’re facing the bus station, it is on the right side, next to the escalator. There is actually no clear sign indicating its location, even though there used to be a Croatia Airlines neon sign that looked like this.

It’s not open early in the morning, so you’ll have to go around on the right.
If it is open, you’ll pass through a waiting room and if you go out, you’ll see the buses:

You can find the timetable here. The buses depart every half an hour, at :00 and :30. After 8 p.m., buses depart from the airport after aircraft landing
One-way ticket costs 30 HRK and a two-way ticket costs 40 HRK. You buy the ticket on the bus.
2) How to find ZET bus at Kvaternikov trg
As of recently, the new bus service connects Zagreb and Velika Gorica via the new terminal. The 19-km bus service leaves from near Kvaternikov trg – Heinzelova ulica 16, Terminal 4 (Peron 4 in Croatian).

Travel time is 25-40 min
It operates in 25-30 min intervals and you can find the schedule here

You can buy a half-hour ticket (which costs 4 HRK) on the bus or on any kiosk nearby, validate it when you enter the bus and that’s it! If the ride takes longer than half an hour, you can simply buy another half-hour ticket from the bus driver and validate it again.
B) From the airport
1) How to find Pleso bus (airport shuttle) at the airport
The Pleso prijevoz bus is located on the right side when you step out of the terminal building. See the map below:

2) How to find ZET bus at the airport
You exit the terminal building, walk straight, cross the road, and the bus stop is there, on the left.

You’ll see a bus stop on the right on your side of the road before you cross it as well, but that is the opposite direction, taking you to Velika Gorica.
When you cross the road, you should be facing the airport, like this:
