Croatian Tehnomont and Iskra Constructing 6 Medical Aid Vessels

As Novac/Jozo Vrdoljak writes on the 17th of October, 2020, the consortium of Croatian shipyards including Tehnomont from Pula and the Iskra shipyard 1 Sibenik was awarded the job of building and equipping six boats for emergency medical care. The decision was made by the Ministry of Health after studying three bids received for the tender announced back on June the 30th this year.

The tender was announced by the Ministry of Health for the project “Establishment of an emergency medical maritime service by fast boats”, and it is financed from EU funds.

The tender was won by a community of bidders: Pula’s Tehnomont and Sibenik’s Iskra shipyard, as well as the Rijeka-based engineering and design company Metal Shark. It was established that the consortium submitted a valid guarantee for the seriousness of the bid, that the bid doesn’t exceed the price announced in the tender and that all requirements and conditions related to the subject of procurement and technical specifications are met. They offered a price of slightly less than 61.2 million kuna without VAT, which is less than the estimated value of public procurement (66 million kuna without VAT).

85 percent of the funds for the construction of Croatian naval ambulances that will be stationed in Dubrovnik, Supetar on the island of Brac, Sibenik, Zadar, Rab and Mali Losinj comes from the Competitiveness and Cohesion Operational Programme of the European Union, and the rest comes from state budget.

As such, three bids were received for the tender worth 66 million kuna announced by the Ministry of Health. Along with the aforementioned Croatian consortium which involves Pula’s Tehnomont, bids were submitted by the Italian shipyard Cantiere Navale Vittoria, which offered 82.4 million kuna, and the community of bidders ”Global Group” from Dubrovnik and the Dutch KD Workboats with a bid of 56.5 million kuna. The Ministry of Health rejected the offer of the Italian shipyard Cantiere Navale Vittoria because it exceeded the planned and secured funds, while the offer of the community of bidders ”Global Group” from Dubrovnik and the Dutch KD Workboats was rejected because no guarantee was submitted.

Tehnomont boasts 300 employees, and 110 of them work in their shipyard, while Iskra shipyard 1, ie the former NCP from Sibenik, has 175 employees. As they said, each shipyard will build three boats. Tomislav Smircic, the director of the Tehnomont shipyard, claims that the goal of the association with the Iskra shipyard 1 from Sibenik is the division of labour and that the construction of these ships will be done here in Croatia.

”This is the first step in the cooperation of our two shipyards because there’s a mutual will to cooperate on new projects. Of course, we’ll decide on matters from job to job, but in principle there is a will to cooperate. We have extensive experience in shipbuilding, especially when it comes to aluminum. We can’t deny the fact that our shipyards aren’t technologically fully equipped and professionally and personnel capable of building top quality ships,” said Tomislav Smircic.

Roko Vuletic the director of the Iskra shipyard 1 Sibenik, sees in the consortium great potential for the successful competition for shipbuilding in other markets as well.

”This is an interesting niche, so we can enter other markets. In this way, we’ve increased our competitiveness and gained all of the competitive advantages of both shipyards,” says Vuletic.
