HAKOM Develops an App for Persons with Disabilities

The website of the Croatian Regulatory Agency for Network Industries (HAKOM) has published the Kviz app, designed to inform consumers with disabilities about their rights. The application was created jointly by HAKOM and the Faculty of Electrical Engineering and Computing (FER) of the University of Zagreb, as a part of the research project “Looking into the Future 2020, reports tportal.hr on March 27, 2016.

Its main purpose is to inform consumers, particularly those with disabilities, about their consumer rights in the world of network technologies, and to raise awareness about the barriers faced by the disabled people when using these services. The Electronic Communications Act provides an opportunity to users, including people with disabilities, to make the best use of the advantages in terms of the choice of price and quality of service.

HAKOM’s job is to ensure that the providers of universal services and all others adhere to their commitment within their technical capabilities, and to ensure for people with disabilities an equal access to public communication services, appropriate adapted equipment, the possibility to receive subscriber contracts and bills in adapted format, access to user services and to specially trained staff, as well as an access to emergency services for people with hearing impairments.

The app is also aimed at developers and designers to raise awareness about the obstacles faced by persons with disabilities and about how these barriers can be alleviated with proper design.

Once the user launches Kviz, they can test their knowledge about the general rights of electronic communications users, especially about the rights of persons with disabilities.

While using the Kviz app, the user can include simulations of motor, visual or cognitive difficulties. The screen displays a description of the simulated difficulties, as well as guidelines for web designers how to properly design and implement accessible websites and thus reduce hurdles for users who are faced with difficulties. Kviz also offers an option to choose between a black and white design for all the pages with the highest contrast of the background and the text, and the ability to increase the text size. It also has an option to be used in browsers of small mobile devices, as well as via audio input.
