The organisational chart of Croatia’s firefighting system demonstrates why the reaction to fires is often very slow.

Many articles have been written in recent days about the slowness of Croatia’s emergency response system with regards to catastrophic fires which hit the Split area. One of the reasons might be this “simple” organisational chart, which is allegedly supposed to clearly and simply show who is giving orders to whom.

Croatia is known for its well-developed bureaucratic system in all aspects of life and, as we can see, the firefighting chain of command is no exception. Bear in mind that this is just a small part of the overall structure involved in firefighting activities, and that army, police, medical services, civilian defence service, the state protection and rescue service and everybody else have their own, similarly complicated charts.

It is a miracle that fires are extinguished at all.
