October the 6th, 2026 – 39 million euros in support measures have been approved for young people in Croatia to purchase their first property.
The Ministry of Physical Planning, Construction and State Property has announced that the Agency for Legal Transactions and Real Estate Brokerage (APN) received a total of 7,925 applications for tax refund on the purchase or construction of a first residential property by the 2nd of October 2026.
Poslovni reports that of the applications received, 6,561 have already been processed, 5,122 have been approved, 274 have been sent for additional documentation, while 1,165 applications have been rejected. Accordingly, a total payment of almost 39 million euros has been approved, while the average support per family amounts to 7,581 euros, the statement says.
This is a support measure intended for young citizens and families aimed at facilitating the resolution of the housing issue. The largest number of approved applications comes from the City of Zagreb (2,068), followed by Zagreb County (490), Split-Dalmatia County (487)… Among cities, Zagreb leads (2,068), followed by Split (282), Rijeka (214), Velika Gorica (167), Zadar (138), Osijek (131), Karlovac (101), Zaprešić (89), Solin (64), Varaždin (63), Slavonski Brod (61), Vinkovci (59), Pula (55), Samobor (54), Dugo Selo and Koprivnica (45), and Dubrovnik (42).
The average age of applicants is 32 years of age; the youngest are 18 and the oldest are 44 years of age. Regarding the size of the property, the average area is 72 square metres. The smallest property for which support was approved is located in Primorje-Gorski Kotar County and has 14 square metres, while the largest property by area, measuring 259 square metres, was recorded in Istria County. The average property price is 2,168 euros per square metre. The highest recorded price of 5,263 euros per square metre relates to a property in Dubrovnik-Neretva County, while the property with the lowest price, 83 euros per square metre, was purchased in Brod-Posavina County.
