14 Years, Still No Solution for the New Port Terminal in Rijeka

Daniela Rogulj

Construction of a new container terminal at the port of Rijeka will cost nearly 4 million euros. While the project has already been extended, the new plan should have the construction of the terminal completed by December 15, 2018.

The realization of the project on Zagrebačka Obala (Zagreb coast) in Rijeka has been prolonged for the past 16 months since construction began in August 2014 – with an initial projected deadline for July this year. If you take into account that the project was first contracted back in 2003 – with the first contract to build signed in 2006 – it is clear that even after 14 years the project is still not close to completion, reports HRTurizam on January 21, 2017

The “Zagreb coast” was and still is one of the most important parts of the Rijeka Gateway and one of the most important projects for the development of Rijeka. The dramatic delays have inevitably postponed plans for revitalization of the port of Rijeka – as well as the development of the city as a whole – because it calls into question a number of other projects that are important for Rijeka including the road D-403 and the second railway track through Rijeka.

In addition, it is still uncertain when tenders will be invited again for the concessionaire – and the project still requires a serious and reputable company ready to invest around 150 million euro in equipment terminal. The question remains unknown of when financing would be provided for the connecting road D-403, which also must be used to connect the Zagreb coast and Škurinje on the Rijeka Bypass.

When asked when a new tender will be announced for the project, the Port Authority of Rijeka reported that the new tender is planned only after the construction of all facilities necessary for the effective operation of the terminal. While they do not specify which facilities those are, it is certain that the biggest problem ahead is the road D-403, which is the responsibility of the Croatian Roads. The project has yet to be nominated to the European Fund for the co-financing of the CEF.
