As Poslovni Dnevnik writes, a high quality road network is vital for inclusive development as they offer access to work and contribute to the connectivity of people and goods. Better access to roads can reduce commuting time and thus increase productivity, reports Investor/Investitor.
The United Nations (UN) understands the importance of road connectivity and has created an index that helps the Sustainable Development Goals to track infrastructure development. This index is based on the share of the rural population living within two kilometres of an important road.

In general, roads connecting urban centres are very well established, while local roads are in poor condition and are typically not fully maintained. As such, a good transport network is one that offers high transit connectivity throughout the country, and enables the rural population to access the social and economic centres of the country. Croatian roads have done very well in this regard, according to this ranking.
Insider Monkey compiled a list of the twenty countries with the best roads in the entire world, and they pulled the data from the Road Quality and Average Speed Report from the International Monetary Fund (IMF). The data were published back in May 2022 and represents the latest insight into the situation. Average speed was chosen as the main metric because it can be used to measure road infrastructure and access connections. Therefore, the average speed between cities was used as a measure to compare the quality of roads in the chosen countries.
